Zapp Brannigan’s behavior crosses the line… yet again… and he’s finally called before a disciplinary panel of the Democratic Order of Planets (DOOP) to answer for his conduct. Zapp is found guilty and is “canceled” by the court and required to wear the scarlet “C”… at least until he completes a sensitivity training course.

Seeking to change its warlike, macho image, the DOOP hires Leela as a new captain, replacing Zapp. She takes Fry and Bender with her as officers, and leads the huge starship Nimbus on its next voyage, a peace mission intended to make first contact with a low-technology species known as the “Tactillians”.

The Tactillians are blobby, knobby creatures with a very “hands on” culture, where it is considered rude NOT to “squeeze knobs” upon meeting. It goes against Leela’s instincts, but she tries her best.

Meanwhile, Zapp is in with a rough group of offenders in sensitivity training. But even worse is their instructor, Dr. Kind, who leads them on a simulated space mission — treating them as offensively as they’ve treated their own crews, in order to give them a taste of their own medicine.

Just as Leela is trying to complete the signing of important treaty, she and the helpless Tactillians come under attack. Leela ends up in an impossible position, facing catastrophe for the innocent aliens, or the failure of her important mission.
